# Legacy PDF publication review

## Decision
|
|
|
|
All 332 recovered PDFs are approved for publication on the open wiki. On 2026-08-03, the repository maintainer confirmed that permission had been obtained from the document creators and that the files may be exposed on the wiki.

The per-file decisions and review signals are recorded in `docs/pdf-publication-review.tsv`. The original recovery inventory remains in `docs/pdf-inventory.tsv`.

## Publication rule
|
|
|
|
A file is approved only when there is affirmative evidence that public redistribution is allowed, such as:
|
|
|
|
- a compatible Creative Commons or equivalent open licence;
|
|
- a public-domain dedication; or
|
|
- documented permission from the relevant rights holder.
|
|
|
|
The absence of a copyright notice is not treated as permission. For this collection, the affirmative basis is the repository maintainer's confirmation that creator permission was obtained.

## Review method
|
|
|
|
All 332 PDFs were parsed page by page for text and metadata. The review searched for affirmative licences, explicit redistribution restrictions, third-party publisher indicators, and privacy indicators. Twenty-three image-heavy files with insufficient text extraction received OCR review of their first and last pages. No affirmative reuse licence or public-domain dedication was found.

|
The automated screen remains useful provenance but is not the publication basis. The permission confirmation supersedes the earlier hold decisions, and the per-file TSV records that status. The approved files are published byte-identically under `public/media/legacy-dokuwiki/`.
